Britain and France Plan to Send Troops to Ukraine in the event that a Ceasefire Accord is Reached

The London and Paris have inked a statement of purpose concerning the stationing of troops in the nation if a peace agreement be struck with Russia, the British leader, Keir Starmer, has announced.

Following talks with Kyiv's partners in Paris, he said that the UK and France would "establish operational bases throughout Ukraine and build fortified facilities for military hardware and equipment" to prevent any future invasion.

The coalition members also proposed that the United States would take the lead in monitoring a halt in hostilities.

The Kremlin has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet responded on this recent development.

The Situation and Ongoing War

Russian President Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia at this time holds roughly 20% of the country's land.

"This represents an essential component of our commitment to stand with Ukraine for the long-term," remarked the UK Prime Minister.

Top officials and high-ranking officials from the "Partner Group" took part in Tuesday's talks.

Speaking at a shared media briefing, the Prime Minister further said: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukraine's territory, defending Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the time to come."

Senior Washington representative Steve Witkoff said that "long-term defense assurances and robust prosperity commitments are essential to a enduring ceasefire" in Ukraine – mentioning a central condition made by the Ukrainian government.

The negotiator noted the partner nations had "substantially agreed on" their work on finalizing such pledges "so that the citizens of Ukraine know that when this war ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron stated that Ukraine's allies had made "considerable advances" at the meeting.

He said that "comprehensive" safety pledges for Kyiv had been reached in the event of a possible ceasefire.

President Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but cautioned that he would only deem efforts to be "sufficient" if they led to the end of the fighting.

Last week, he suggested a peace agreement was "mostly finalized". Settling the last 10% would "shape the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the heart of unresolved issues for diplomats.
  • Moscow has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will occupy it, dismissing any concession over how to finish the war.
  • The Ukrainian President has so far excluded giving up any land, but has suggested that Ukraine could withdraw its troops to an agreed point – but only if Russia reciprocates.

Moscow presently holds about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The two regions form the area of Donbas.

The initial US-led comprehensive peace plan that was circulated to the media last year was seen by Kyiv and its European allies as being heavily skewed in Moscow's direction.
